OT: Converting .pkg to .iso for IPS 4215 emulation

Hello all,

 I am trying to convert the IDS-42XX-K9-r-1.2-a-4.1-1-S47.tar.pkg for IPS to
a .ISO file so that I can run the image on vmaware. Can anyone give me the
name of any tool that can help me achieve this? Has anyone tried emulating
IPS on vmware before?
