This is the configuration on the Head Router

 tunnel mpls traffic-eng priority 7 7
 tunnel mpls traffic-eng bandwidth 10000
 tunnel mpls traffic-eng path-option 1 explicit name R4-R3-R1-R2-R6

All other related MPLS TE configuration is configured correctly on all
intermediate Routers.

The Routers are mix of 7200 "12.2(25)S15" and 3640 "12.4(18)"

The problem is on R3, which is 3640.
