Roy,

The definition of competent is "having suitable or sufficient skill,
knowledge, experience, etc., for some purpose". Hence, a competent
engineer will have sufficient skill, knowledge and experience to pass
the v4 lab. Now, it can be (probably is in a some/lot of cases) that
the level of required competency must be raised in the upgrade from v3
to v4. Competent is therefore a subjective word, yet true nonetheless.
