Tom, are you trying to tell me that R&S CCIE's who passed V3 are less
competent than a CCIE that will pass V4.

Come on man, listen to yourself. ANY and I repeat ANY CCIE Lab is not
easy to pass. Cisco have merely added a few more hoops to jump through.
That's all. If your are a competent engineer and have studied the
technologies well then be it a V3 or V4 Lab, you will ace it.

Sounds like sour grapes to me.

I assume you notice that Shaun passed the Service Provider exam, of
which there is no version 3. Maybe it is a good idea to be nice before
rude and have your facts clear.
