Sounds like you have only enabled Dynamic NAT and not PAT.

Can you post me the config ...
Looks like NAT is not configured properly ...
When you have 2 internet connections you usually also have only 2
public IP addresses unless you ordered more IP addresses on 1
internet line ...

Anyway ... my point id you can only NAT 1 public IP address to 1
internal IP address.
Or you have to PAT dufferent ports to different internal IP addresses...
