RSVP Call Admission Control Question

Here is the scenario:

Branch location:

1) MPLS circuit

2) 3G backup using IPSec tunnel

Default Route to branch via BGP

higher cost default static routing to 3G

Using RSVP, is it possible to have 4 calls going across the MPLS and when
that circuit goes down and the IPsec tunnel comes up, to only allow two calls
across it? h323 interface is loopback, so UCM sees the same endpoint no matter
which path is up.
