yes, 12000 bytes and 24000 bytes
1.5 sec of time interval is what Cisco recommended in rate-limit doc, but is
not an absolute truth
in my real world case experience, lower the CIR, higher the interval.
In MQC, "police" statement, default time interval is 0.25 sec. Don't use
default with a CIR of 64000 because you probably will see a drop rate
greater than you expect.
...but it depends what's your target.
