Your numbers are inversely incorrect. Better to fail one honest CCIE
aspirant and stop thousands of cheaters. Isn't this what you meant to
say? That is what Cisco is doing.

Honestly should the OEQ stop a well-prepared candidate? Should
troubleshooting 3-4 routers a total of 10 times? Configuring a lab
that was was 50 tasks that has been reduced to 30 odd tasks? The
training materials are fine. It just takes longer to build a real
CCIE. That is all there is to it.
