Sounds like you need a DUAL Hub, DUAL DMVPN arcticture. You can control
Phase 3 through tunnel interface EIGRP metrics.

Would you still need dynamic connectivity between SPOKE1 and SPOKE2?

I am comfortable setting this up using phase 2, where all you have to do
is modify routing protocol to accomplish that.
Since phase 3 uses NHRP for its packet switching , gets me little
confused about setup like that.
