Poor documentation, IMHO. If you submitted feedback, I think Cisco
would eventually get around to fixing it up.

NBAR Protocol Discovery could be useful in the planning/discovery
stages of a QoS policy implementation, but yeah, it shouldn't be
listed as a pre-requisite.
