As has already been mentioned, you'll need to get your ASN through ARIN, which is ~$1000 and requires company letterhead, TAX ID and a couple of other forms. I don't know the rules for countries outside of the US, but in the US you won't be able to request a class C from ARIN, they only provide /22's or lower. Talk to your ISP (one of them) and see if they will be able to issue you the block. Depending on which ISP it is, documentation may be lax. Once you get our ASN and block, be sure to update the route registries so you can avoid unexpected results.
