You can check why you are getting this.
Can you give following show outputs from both R8 and R9

show mpls traffic-eng tunnels topology path destination <tunnel dest addr>
show mpls traffic-eng tunnels topology path destination <tunnel dest addr>
bandwidth
show mpls traffic-eng tunnels topology path destination <tunnel dest addr>
priority

show mpls traffic-eng tunnels topology path tunnel89 bandwidth
