We need a little bit more context.
1. What platforms are you testing?
2. Are those devices "properly" configured, i.e. is there any QoS, ACL
or other features that may limit the traffic flow / modify latency
implemented?
3. What interface types are used?
4. Have you checked interface error counters?
5. If those are fiber-optics, what are optical measurements on the path (OTDR)?
6. Have you tried replacing patch cables and/or XFP/XENPAK/X2 modules?
7. etc.
