Distance cmd and ACL

All,
Whenever I use distance cmd like "distance 99 1.1.1.1 0.0.0.0 3" (where
1.1.1.1 is source and ACL 3 matching the route),
then all the routes from source 1.1.1.1 acquire admin distance of 99 and ACL
does not seem to have any affect. Any one have any guess please?
