This tunnel-instance number is used in the RSVP packets that are send
through the entire path to make the bandwidth reservations and ensure a
labeled path throughout the network. By using this ID as reference the
routers downstream know which 'labeled' traffic matches the ID and therefor
account this in the bandwidth reservation pool.
