Does aaa authentication fail-message count as a "prompt"?

Hi all seen a question on iev5 lab 1 security (task 11.1) to customise the
aaa authentication prompts.
So this means customising *aaa authentication username-prompt* & *aaa
authentication password-prompt*, but *aaa authentication fail-message* is
also shown in the solution.

Posting this here on gs to get a general concensus as to whether *aaa
authentication fail-message* counts as a prompt.
In my view it doesn't, but I'm wondering if, faced with something like this
in the lab is something I should just go ahead & configure anyway, or just
do the usual "ask the proctor" job :)
