Yes, you can use a dot1q tunnel on SW2. SW1 and SW3 would have trunk ports
to SW2. SW2 would have something like this on its ports connected to SW1 and
SW2:
interface range f0/13, f0/16
switchport access vlan 20
switchport mode dot1q-tunnel
No vlan 10 required on SW2.
