The question asks Which CLASS has a higher drop probability. There are two
classes you listed below - class 2 and class 3. Then there are 2 drop
probability indicators - 1 and 2 making up the example of AF21 and AF32.
From this example the AF32 choice would be correct based upon the higher
numeric value of the drop probability indicator.
