Are they just wanting you to understand that AF32 has a higher drop
probability than say AF31 and just using AF21 to throw you off? My
understanding is the reason for AFx1,AFx2, and AFx3 is to establish that
drop probability since the COS/IP Prec value is 3 in this case; and only
have to do with classification and marking. (from the left)Bits 2 and 1
decide the drop probability and bit 0 is always 0. I don't think it has
anything to do with differing precedence levels; so in my opinion, the
answer is correct. Another way to look at it is this:

Does AF33 have a higher drop probability than AF31? If so, what bits
decided this? I don't believe it to be the first three. I surely could
be wrong, but that is how I understand it to work.

Drop probabily in AF21 is 1 and drop probability in AF 32 is 2. now in
drop probability HIGHER VALUES are susceptible to more DROPS. hence
AF32 has a "HIGHER" Drop probability! atleast thats wht INE has
mentioned as the answer.! yet to hear from them!
