No, the tunnel is not OK. FR is not IP. You have no FR connection
between two FR switches and it's perfectly normal FR DTEs on thow
switches can't communicate with each other.
You can play with FRoMPLS if you can't have switches connected using
FR (I see no reason not to, though).
