With FRTS, the bandwidth statement on the serial interface is cosmetic for your reference when doing a show interface. I would say the intent of that question is to figure out the BE values to be used.

o R2 has had a CIR of 128Kbps provisioned for DLCI 204 by the telco

o R4 has had a CIR of 128Kbps provisioned for DLCI 402 by the telco
