VLAN 1 allow list, MST et al...

What is the rule for VLAN 1 when a task says only permit VLAN X, Y and Z on
a DOT1Q trunk and no native VLAN is sepcified Should VLAN 1 be added to the
allow list or is it implied on all trunk links.

On MST, if you have a req to create multiple instances, what instance should
VLAN1 go into? Is there any way to remove instance 0? For example, if a
req says to create 2 MST's should MST 0 be used as one of the instances, or
should 2 new instances be created?
