If you see zero, this means the originating router (r2 in your case) has a med of zero. The zero med is being passed from r2 to r1. The missing med command only works on networks that do not have a med value. Zero is a value, so it won't work.

I am working a lab where I need to use the BGP bestpath med missing-as-worst
command on a router (R1) to set inbound med values that aren't otherwise
set. The problem I am running into is with routes for loopbacks originated
with the network statement on the neighboring eBGP peer (R2). These routes
are in the BGP table of R1 with a metric of 0 even though the
missing-as-worst command is set and working on other inbound routes that
pass through the same eBGP peer. Is there something I am missing here?
