I see these two items as unrelated.
Command memorization - syntax
Technology/theory understanding - self explanatory
I'm willing to bet that the guys who write some of the rfc's do not know all of the command syntax about the technology they are writing about.
I'm in this boat today, as a working network guy. I know more technology/features than commands. I can't remember all of the ip sla commands by heart by I know the technology.
My two cents.
