Naufal,

OSPF neighbors need to have matching MTUs for an adjacency to form. If the
MTUs do not match, then you can set the MTU to match or use the ip ospf
mtu-ignore command. You only need it on links where the MTU size does not
match, it does not need to be set on every switch/router. There is no need
for a reload. EIGRP has no such requirement.

If you do have neighbors flapping, the problem is likely something else. Let
us know more about the flapping issue and maybe we diagnose that.
