Hi,

You can take an authorized training for every Cisco exam but you can
also go to some small training company where skilled trainer will
teach you the same (or even more) for less.
As long as you do not need to attend "authorized training" before
exam, you are fine. You should have at least the same chances for pass
or fail.

There is nothing illegal in INE or IPE activities. They just going
their own way...
You decide if this is good for you or not.
