rack vs AS numbering

I saw a question earlier about IP addressing and rack router numbering.
If I have a rack 01 and you are told your AS is YY where YY is your
rack number, will that be AS 01 or AS 11 ?, and in this case won't 01
show up as AS 1? and can the proctor help clarify this ?
