Logging debugs and NOT syslog to the console

So,

I am at a junction where I need to do this but I just dont seem to have the
eureka moment (if there is one). Does anyone know how I can turn debugs on
the console of a Cisco router, while turning off Syslog?

Turning on debugging at a severity level I know also turns on all levels
that are numerically lower... but if anyone knows of a way I can do this, it
would really be great!
