What are the EIGRP interface timers set to? Possibly post your output for the EIGRP and interface?

What could be the issue if we get this error message on the serial interface
of a Router:-

*Mar 27 23:22:33.795: %DUAL-5-NBRCHANGE: IP-EIGRP(0) 100: Neighbor
183.1.123.1 (Serial1/0) is down: retry limit exceeded
