Ummmm... Both?

IGMP Snooping is a switches capability to WATCH FOR (and snoop) IGMP
packets. If you aren't running IGMP, it's kinda hard to snoop for it. ;)

The better answer would be to look at the function of each protocol
involved! That will help you answer it yourself!
