me too i labbed it, i've found that if you put good values for bw and dl,
you can modify both at the same time.

but i still don't know what's the idea behind, i could only guess that when
one of the both members of the metric calculation
is too high compared to the other one, both values are ignored and the
metric is not modified, so bw and dl must be related each other.
