In one case I was involved with, it was too much for the SP to add this
command to their OSS systems, and the lab testing required across all of
their various PE platforms. Also, since BGP uses a lot of CPU, it was
decided to put this burden on the customer in the beginning of the offering,
and focus on more compelling features and functionality.
This was on their road map, but at a much lower priority. Larger customers
have more pull and influence, so one-offs are accepted ... the rest of the
customers had to add the allowed command.
