Are these VPNv4 or IPV4 sessions, then? Are you sure that "next-hop
self" is not set for the VPNv4 AFI?
I'll also second request for relevant configs and "show ip bgp"
outputs (if it's VPNv4, then do show for relevant CRF and "vpnv4
all")...
