I think Rick may be correct, but if you're still having trouble starting it,
you can use EEM to watch for the system restart.

event manager applet start-up
 event syslog occurs 1 pattern "%SYS-5-RESTART: System restarted"
action 1.0 cli command "enable"
action 2.0 cli command "configure terminal"
action 3.0 cli command "ip sla schedule 1 start-time now life forever"
