there is need for 6 routers, 4 switches, 3 bbs, and one frame-relay.
Frame-relay and one BB can be mixed. so minimum requirement is 13 devices.
I have used 26xx devices in past, but there were few issues which i feel
better to go with 3725, as these are devices presently used in Real Lab
also.
