Never did I not configure the standby ip on both routers, so I never knew.

"The standby routers should not learn the standby address."
The task is asking for configuration such that the standby IP is not learnt
dynamicaly. All this means is to configure the standby IP address on both
the active and standby router manually. Normaly if you configure the standby
IP on one router the other router in the same HSRP group will learn it
dynamically.
