This is a feature on CUCM and CME.
CME:
secondary-dialtone 9
CUCM:
You must make sure your dial peers that start with 9 have 'provide
outside dialtone'.
If your customer is on a PBX or is interfacing to the router directly
via SIP/H323/Analog ports then this isn't an option.
