System MTU is just globally significant...it changes the MTU for all the
interfaces. Interface MTU is significant to a particular interface.
Finally, IP MTU is the maximum size that you can send with relation to an IP
packet. So, in most modern day systems they would probably be the same.
However, if you were not running IP for whatever reason, then they could be
different values there.
