I think if you have a true, rather catastrophic lab exam failure (for
example, a failed connection to backbone devices), the nice folks that
you describe here would indeed very willingly provide a free re-take.
In fact, this exact circumstance occurred with one of my students
early this year. I believe your option two below - extra points for
something - could NEVER happen.

Now, the student I describe above, is one student out of literally
hundreds of students that I have helped personally since joining INE.

 From a psychology perspective, I think it is VERY dangerous to enter
the lab exam with the suspicion of hardware failures or the
"unpassability" of the Core Knowledge Section. So while it is great to
know there is a sound process to deal with actual lab hardware
problems, it needs to be the LAST thing students focus on - in my
humble, yet educated, opinion.
