Provisioned rate refers to the CIR. It is configured in a map-class:

map-class frame-relay FRTS
 frame-relay cir ####

Serialization delay on a 1500 packet out of a 100M interface would be very
low...under 1 millisecond:

1500*8/100,000,000 = .00012
