how to call office C using ofice B phone number using VOIP?

hi all,

sory if my qustion to easy :D. example office A <----> B < ---> C,
connected via leased line
(A <--> B and B <--> C). in my case, office C dont have any phone line.
only office A and B have it. I've idea to get more phone number for B
office from phone provider so at office B we have 2 number. But that new
number will used to call offcie C. So if someone from office A or B dial
that new number, it will connected to office C. Can this example
configure cover that?
