Omkar,
MARS is only on the written. IPS is not a big jump to learn. I would not
go one way versus the other based on those two technologies. In my opinion
the new features for the IOS devices are the big things to learn for the
test.
There are definitely a lot of new and exciting technologies that are covered
in the new v3.0 Security Exam.
Due to the fact that you already have a CCIE I would say go for the gold and
if the topics become too much then back track.
BTW there is security_at_groupstudy.com that is focused on the Security exam.

and money involved?

I'm in a similar situation.. I just came home and was like "wow, I
don't have to study those damn LSAs anymore.. no more spanning tree
either!" but then the realization was "so what do I do?"
You have a deficiency in MARS and IPS. Why not study those pieces of
the CCSP first and see if you feel comfortable taking the written?
That would be my advice.
