Keepalives and BPDUs are totally separate things. With that being said, in RSTP there are hello BPDUs on each segment that act as a sort of keepalive, but that is not the same thing as an interface keepalive.
If you do "no keepalive" on an interface it should always be up. I think that is what it is getting at

Hi,
Apologise if iti s a stupid question to you.
Is there any relation between keepalives and bpdu? does disabling keepalive
stops sending Bpdu? Question where I am stuck is " What interface level
commands would you use to prevent the cisco switch from disabling its
uplinks due to loopback cause and answer had no keepalive.
