Are you sure how the same type of cards in each router? It sounds like you may have (2) VWIC2-1MFT-T1/E1's in one router and (2) VWIC2-2MFT-T1(-DI) cards in the other router. The card type is only needed on the newer cards to distinguish between a T1 and E1.

Guys:
I am going nuts with the card type command :-(
I have 2 identical routers running identical IOS: 2851 with 12.4-15.T8.bin.
One of them takes the command while the other does not..but the wan comes up
fine on both and I am able to access the routers inband.
Keeps giving me: unrecognized command.
Has any one run into this?
The controllers are configured similar for T1 0/0/0 and 0/1/0
To fix this: Does the controller config have to be removed, router rebooted
and then add the card type commands first?
What is the solution?
