I am far from being an expert w/ GSR, but it looks like the port has been
powered off by config. This is different than simply shutdown ... , this is
powered off.

Do you all run some power management or have some automated monitoring?
Anything related to power management? The power supplies are good? One
thought might be:

show *gsr power*-mgr

I am sure you have already considered this, ... but if this was for some
reason powered down on purpose, would you want to bring it up and what will
this do to your traffic flow? I am just thinking out loud here about
temporary black holes ...

If you have a support contract, it might be good to have another eyes on
this ... just a thought.
