It's used with the window to determine if the keepalive state is up/down. If
you set the threshold to 3 and the window to 5...then if 3 EEK messages are
missed in 5 tries, it is a failure. The error depends on what mode you are
in. In reply mode you wait for requests and send replies, in request mode
you send requests and wait for replies, and in bidirectional mode you do
both.
