I can think of one other case where 'mincir' comes into play..

If memory serves, once FRTS is enabled, the 'mincir' value is used as
the interface bandwidth value. This means it's important to set it
when using CBWFQ (for example), as without setting it explicitly,
you'll be using the default, which is likely to result in 'not enough
bandwidth' type messages when applying the policy-map.
