It can be on any layer from Layer1 to layer7.

Layer1: all kind of physical security..cctv..access control..etc
Layer2: PPP authentication, DAI, mac-filtering etc.
Layer 3: IP filtering
Layer 4: filtering TCP/UDP traffic based on port numbers etc.
Layer5: sequence randomization etc.
Layer6: encryption
Layer7: all kind of application securiy..(e.g. login password on an html
page), CBAC, Firewall inspection etc...........
