Yeah - in 802.1D - the root initiates the timers as it initiates the
BPDUs. But in my testing of RSTP at the command line - I needed to set
them on each switch as they would no longer propagate from the root. I
presume this is because all switches are initiating BPDUs now as a
"keepalive" type mechanism.
