Traffic Shape

Dear

I have one doubt in traffic shaping.

Question

1)Users in VLAN_C (10.10.2.0) complaining when internet is used internet is
slow.
So allocate 5MB for internet.Do not use MQC?

The below is the scenario

(VLAN_C is connected to fas 0/1 of R1
R1's serial 0/0 is connected to frame relay cloud
R1's fas 0/0 i sconnected to VLAN_A)

I know this is traffic shaping
but i want to know the extended acces-list syntax for this.
